In April 2019, the Treasury and IRS released of a second set of proposed regulations regarding the Opportunity Zones program ("Second Guidance"). The agencies also requested comments and suggestions from the public on many of the Second Guidance's key aspects.

In response to that request, Jay Darby, Tax Partner, co-head of Sullivan's Opportunity Zones group and Adjunct Professor at Boston University School of Law's Graduate Tax Program, worked with faculty and students to draft a Comment Letter.

The students involved are participating in a full semester course on the Opportunity Zones tax incentives in what is believed to be the first graduate-level tax course in the country to address this topic exclusively.
